I wanted to share my experience clearing the P0AFA and P1E00 codes on my 2013 Volt. After trying a few tools without success, I finally decided to follow the suggestions here and purchased the VXDIAG VCX Nano from vxdiag official web along with the GDS2 software. The GDS2 software itself didn't need to be purchased, as they provided a download link, but I did buy an online account separately.
Here's what worked for me:
I used a Windows 10 laptop and connected the VXDIAG VCX Nano via USB.
Opened VX Manager, then selected Diagnostics and launched GDS2.
Followed the steps to find the VIN, accessed the Hybrid Powertrain Control Module 2, and used the Clear Secured High Voltage DTCs option.
After clearing the codes, I confirmed that the car started charging again. The system responds slowly sometimes, so it's important to be patient.
I also checked the cell voltage; most were within the correct range, though one or two were slightly off. I'll monitor these closely over the next few weeks.
My advice to others trying to clear these codes is: Invest in the right tools and follow the step-by-step process. It saves you a lot of hassle and a trip to the dealer. I also posted my experience on a GM forum and gained some attention.

You can get a Tech2 Diagnostic Interface for $800+ or this handy passthrough adapter, used with your laptop for just over $100. It is not intuitive and I'd recommend checking somewhere else for instructions on how to use it. As far as the software on the included USB, only install what you need as some software is used for older GM, the other for newer. If you're worried about sketchy software, install it within a VM. Like others, I was successfully able to passthrough the USB device using VMWare and perform the work I needed done. You might need an ACDelco subscription ($45/VIN/2 years) to make the changes you want. This is a GM decision so save the one star reviews for them and their DRM. Even with paying that, I avoided a tow to the dealership along with the one week wait for an appointment, restoring functionality after a faulty 'protected codes' in my Chevy Volt.
